Dictating Where the Child Support Money Goes

I paid my Exhusband $600 per month in child support for 2 years. Now he owes me $900 for 4 months of child support and he is trying state that the money has to go to the lawyers to be put on my half of the medical bills for our daughter. I do plan on using that money on the medical bills if I ever get it, but can he dictate where the money goes? The entire two years I gave support he never paid anything on these bills and only recently informed me of such bills. My daughter has been with me since 12/99 and I still have not received any support. In fact the CSEA is holding money I overpaid until this is final in court. Can he do this to me? If I don't agreeto this, I have to go court. What are my odds that the magistrate will side with him? HELP!!!

He can not dictate how child support is to be spent. His remedy if you are not spending sufficient funds on the child is to move for a change of custody or to have a guardian appointed.
