Ortho dentist

My ex-husband is court ordered to pay for my 3 girls medical and dentist bills that the insurance doesnt pay.My daughters ortho dentist never told me that my ex hasnt been paying on my daughters braces.She wont take her braces off until the balance is payed for.And the bill is in collection now.She made it clear until the money is payed her braces are staying on.These braces have been on a long time.Her teeth are going to start getting bad. Can she do this?
