Blackmail for money for immigration help and broken contracts/ promises

What can you do if someone promised that they would help you

with immigration with an American citizen and now they are not following through on their promises. In addition, this person is a relative.

I understand your post as following: you are a foreigner in the USA, and someone (a relative) promised to marry you (or married you) with the sole purpose of helping you to obtain a green card, where you agreed to pay them money for their "help".

Both you and that person can be found guilty of federal crime - marriage fraud (if a US citizen relative married you for the sole purpose of helping you to obtain a green card).

One can't sue for breach of contract if it is illegal agreement and against federal immigration law (punishable by 5 years in prison and up to $250,000 fine).
