Legal Question in Landlord & Tenant Law in Ohio

We moved in her April 2015. We are tenants at will. Our landlords 3 dogs live in the attached apartment with us. We have asked multiple times for her to remove the dogs but she comes up with excuses. We stopped paying rent because the dogs go to the bathroom all over the living and dinning room and have scratched our furniture that we are leading from Aaron's and still paying on. We now also have a flea infestation that she won't take care of. My 4 year old daughter has red bumps all over her from the fleas. Is there anything we can legally do? She also now says we have to be out by the end of September

In Ohio, if there are problems with the rented premises, then you can escrow the rent with the courts. Here is a description of how that process works: http://www.ohiolegalservices.org/public/legal_problem/housing/landlord-tenant-issues/escrow/qandact_view
