how do i keep a person not on the lease from returning to rental aptments he has been caught looking through windows and peep holes all other tenants including me are scared of this person his girlfreind only one on lease she moved him in he mentally retarded and he cursusing in parking lots stalks and says bad things to gils 15 yrs old living we use to be one big happy family but he claims he is returning on the first of month and that we can not stop him ps he lives in pa not ohio and never put in a change of address. i am the apt manager the owner has given written permission to sign his name he wants me to handle he has many many buildings i manage a 8 apt complex i also live here

If he is not on the lease and if he is acting in the manner you describe, your first step should be to call the police and swear out a complaint against him for voyeurism. Further, if you have told him that he is not welcome at the apartment complex then you could also swear out a complaint against him for criminal trespassing. The police would either arrest him if they caught him on the premises, or (if he has not been told he is unwelcome yet) would give him a letter telling him that he is not welcome at the premises and he will be charged with trespassing if he returns.

Once he is charged, the judge, in sentencing him upon conviction, would likely make it a condition of his probation that some or all of the jail term he gets will be suspended so long as he does not come back to the apartment complex.

The squeaky wheel gets the grease on these matters. If the police won't take the complaint and press charges, you can call up the local municipal court prosecutor's office and ask them about their process for coming in and swearing out a complaint.
