Legal Question in Legal Ethics in Ohio

My son was asked to break law and refused on state inspection he was told do it or leave. He didnt do it but has been given a less job changing tires. What can i do

He could file a complaint for retaliation with the Ohio Civil Rights Commission. They have forms he can fill out for this on their website.
