When filing "Application to Relieve Estate From Administration" is it necessary to first file "Application for Authority to Administer Estate" so you can get letter of authority and access bank accounts?

No, it is only necessary when opening an estate and an administrator or executor is necessary. If there is a will, an application to probate will is required to be filed along with the will. The bank accounts will get released from the court if the application to relieve estate from administration is granted and it can be transferred.
