Guardian and Probate of will

My aunt died a year ago. Prior to her passing, my sister was appointed her guardian. My aunt had a will. Under the will, everything was left to my brother, sister and I. The will appointed my aunt's sister, our other aunt, as the executrix. The final accounting on the guardianship was filed this summer, a year after my aunt's passing. The aunt that is living is claiming that she could not file with the court for the administration of the will due to the fact that the final accounting had not been filed. Is this true? Could you point me to the particular law that governs this point?

The estate could have been opened, showing the amount due from the guardianship as an asset.
