Legal Question in Wills and Trusts in Ohio

I am a sibling to my parent and emergency contact with multiple hospitals/nursing homes. Do I need an attorney to continue to make these decisions because my mother can not sign a POA at this time? There is only one other half-sibling that has been estranged from the family for 7 years?
