Can a federal felony receive sentencing to home confinement as opposed to prison time, and if so, what are the stipulations?

No. Imprisonment in the Bureau of Prisons is mandatory. In rare cases when probation is available there can be half-way house confinement, but the vast majority of felony convictions will result in prison confinement in the federal system. There is no provision for home confinement.
