Rental Deposit

My landlord will not return my deposit and will not notify me why he will not return my deposit.

Your landlord is required under Oregon law (assuming this is a residential tenancy) to either return the deposit or give you a written accounting of why he is keeping some or all of the deposit within 31 days of the end of your tenancy. If he has not done this, you can sue him for double the amount of the deposit he has failed to account for or return.

If you decide to sue him, it's possible a tenant attorney would represent you on a contingency basis or you can sue him in small claims court. It might be worth getting a consultation with an attorney to find out your rights and the possible pitfalls involved with doing this.
