Legal Question in Immigration Law in Pennsylvania

Please explain to me if you can the rational benind making the Hazelton, PA rental law illegal? If states can require proof of legal residency to obtain a drivers license and employers must see proof of residency before offering employment how is it illegal to ask for PROOF of residency to obtain housing? Hazelton, PA is not trying to change any immigration law... they are just seeking to ensure that only legal US residents are living in there city.... I do think that the motivation behind the city in attempting to enact the law is full of discrimanatory in that it assumes that all illegal immigrants are going to bring drugs and criminal activity to the city..... I have no real oppinion on the issue.... I am just trying to understand the justification behind the courts decision to over turn the law.....I also understand that constitution makes immigration policy a federal issue. Hazelton is not attempting to change the requirements of legal residency or citizenship for our nation.... seems like it is no different than asking to see proof of residency for employment etc.

Some of your underlying assumptions are incorrect and, I think, leading to your confusion. For example, proof of residency is not required for employment.
