can negative equity be subtracted from a cram down on my carover 910 days chapter 13 bankruptcy

A cramdown is possible when the value of the vehicle is less than the balance owed. If the vehicle was purchased over 910 before the BK was filed, then you are able to do a cramdown and your payments are made through your Chapter 13 plan.
