Legal Question in Civil Rights Law in Pennsylvania

I was bitten by my neighbors dog. I called the police for help and they threated to arrest me and my sister multiple of times as soon as they arrived. I had to call a supervisor out on the seen. The police told me that they took care of reporting the dog bite. They did not. I called the health dept and they told me NO dog bite was reported. I have talked to the cheif of police and immedietly I was treated with disrepect. He lied to me on the phone as well, stating that the dog bite was reported, when it was not. They told the the dog was going to be quarantined for 10 days off the property where they would take the proper test to see if the dog had rabies. They did not. Instead they said their doing a 30 day inhome quarantine. This is unacceptable especially after the dog has bitten me. The mans yard is back to back with mine. They never took the test's like they said they were going to do. They lied about reporting it & told me I could not press charges against the dog owner. When the cheif of police is lying directly to me himself, what do you do next ? They are making me feel like I have no rights what so ever & are not attempting to assist or help in any way what so ever. No matter who I talk to I am being treated with disrespect. It is very obvious that this man is friends with someone and they are protecting him for some reason. This is not the only time this dog has bitten, I am the 3rd. The first time it attacked a small dog in the neighborhood and almost killed it. The second time a retard was walking buy on the sidewalk and it bit him. What do I do ?
