Legal Question in Civil Rights Law in Pennsylvania

I have a loan for a car through an individual. They are the loss payee on the insurance. I only have $400 left on the loan and the value I'm getting back on the car is $4500. Are they legally allowed to keep the full loss payment or just what is owed on the loan and give me back the balance? I am worried they will be able to keep the full $4500.

It sounds like the car was destroyed in an accident. Pay the lender the $400 or have the insurer pay off the balance of the loan. You are entitled to the remainder of the proceeds.
