Legal Question in Constitutional Law in Pennsylvania

I have a friend who was married to a police officer and he drives by her house and runs checks on cars in her driveway, for no other reason than to see who is there visiting. is this legal?

Legal maybe stupid yes. She needs to complain to the police chief. I am sure that they don't want police officer's running tags without a valid reason.
