Legal Question in Consumer Law in Pennsylvania

Is an auto inspection liable to repair gross safety problems they missed during

We recently purchased a dump truck with a new (less than 1 week old inspection) upon inspection by our mechanic, gross safety items were in major disrepair or missing entirely (including steering box ready to fall apart and a wheel with to of the three wedges broken) estimates to make this vehicle inspectable as purchased exceed $2500.00. As this was gross negligence on the inspection station part (as well as illegal) are they liable for the repair costs? We have called in state inspectors and regional police to investigate the inspection violations.
