Legal Question in Credit and Debt Law in Pennsylvania

i had an auto accident in Virginia about 7 years ago and damaged a guardrail. I'm trying to renew my Pa. drivers liscense and the state of Va. has a judgement against me which is holding the process. Is there a statue of limitations on that debt?

A judgment can remain indefinitely and the only sure way of removing it is a bankruptcy.
