Legal Question in Credit and Debt Law in Pennsylvania

my employer started to garnish my wages for a credit card. I'm a resident of Pa and I live in Pa. I also work in Pa. The writ was From Delaware courts system. how can they do this.

the payroll dept sent me this email: Under Delaware�s choice of law provisions, Delaware law controls in this situation. Therefore, Delaware law on garnishment applies. Cerner does business in, is incorporated in, and was served in Delaware. If the associate wants to object, he may file something in the case pending in Delaware.
