Is it legal for comcast cable to approve and activate services and then with in a weeks time disconnect services on a none contract package due to a past due bill from 4 too 5 years ago?

Sure. Why would it not be legal? Generally, anything is legal unless its a crime or otherwise prohibited by law. While Comcast cannot discriminate on age, sex, race. ethnicity, religion or gender, it is allowed to discriminate between paying and non-paying customers. Comcast is no different. I am willing to bet that hidden in the mice-type of its agreement is a statement something like: Somewhere I am willing to bet in their terms of service it says something like "if you fail to pay the full amount due for any or all of the Service(s) then Comcast, at its sole discretion in accordance with and subject to applicable law, may suspend or disconnect any or all the Service(s) you receive."

Many providers of services take the approach that if you have an old bill, regardless of whether collection is barred by the statute of limitations, that you are not entitled to future service until the old bill is paid. You don't need to go to Comcast - there are alternatives depending on where you are at. If Comcast is the only game in town, then you either need to make it right with them or do without the joys of Comcast.
