Owner of Car?

Hope you can help! I bought a car 4-97, defaulted on the loan 8-00, due to extreme health reasons. I called the bank as soon as I knew to ask (beg) for a voluntary repo. The woman that I spoke to was rude & uncooperative, she actually snickered and replied ''this is a bank & your threat is a joke to us'' when I got angry and told her I would drop off the car and keys at a local office. Well, I waited for the repo that never came...the loan was charged off to a collecton agency, I called in the interim to explain circumstances to no avail..landlord wanted car gone, I can't drive, took off plates, towed to other location, called again, am on disability, verrrry limited resources. Own no property. Now I lost my storage place & have no where to store this car...who has legal ownership? Me with defaulted loan or bank with title or colllection agency? Had offer to buy car for parts..I'd sell it for $1.00 if I could! Also if I can settle through 3rd party what about other debts that I owe? Desperate for Advice. Thanks!
