can i request to have my sewage turned off if no one is living in my house

Why is this a credit/collections issue? You need to re-post and direct your question to a real estate attorney.

I am tempted to say yes, but I don't know if there is some regulation in your municipality. I don't know why the water/sewage service cannot be disconnected if no one is residing there. Usually these things are tied together. Call your municipal water/sewage department.
