Can my wages be attached without notice?

There is no wage garnishment in PA for most debts. Exceptions are things like child support, back rent owed to a landlord, tax debts (owed to state or IRS), student loan debt and a few other things.

In most cases that I am aware, you would get some kind of notice (for federal student loans, for example, you get notice before they garnish). In other cases, the creditor must first get a judgment against you before they can garnish your wages and you would definitely have notice of the lawsuit, assuming the creditor serves you at the correct address.
