Legal Question in Criminal Law in Pennsylvania

My 19 year old son was at a friends house and was drinking. These people he was with who he believed were his friends decided to cut off all of his hair, shave one of his eyebrows off strip him naked and take pictures of him in this state while he was passed out. He was unaware of any photos until only a few days ago when he started getting harrassed/blackmailed by these so called friends. if he doesnt buy them cigarrettes, or taxi them here and there they would post these pictures on the internet. well, these pictures were posted last night on one of these peoples facebook page. The police are telling me that what they did, shaving, cutting hair and removing my sons clothes and photographing him is not assault. They are calling what they did a Summary level harrassment. My son was assaulted! I want to file a civil suit against these people that did this....Is this assault and can i file?
