Legal Question in Criminal Law in Pennsylvania

Criminal Case
My brother raised his step children for over 13 years. When his stepdaughter got to be the age of sixteen she was getting out of control. She gave another student a hand job on the bus. My brother wrote a provacative letter to her to try to make her see what she was doing. Now the state of PA is talking about giving him 42 years in prison. He has never nor has he ever thought of touching any child in a wrong way. I am wondering if the state is trying to railroad him. He is disabled and doesn't have money for a lawyer and his public defender never returns his numerous calls. Please help.
