Legal Question in Criminal Law in Pennsylvania

My daughter was arrested in York, Pa. for not returning her cell phone to Rent-A-Center. She was charged with theft. The store manager said he was told by the officer they could not settle out of court. I offered to pay for the cell phone if he dropped charges. Can the manager and I settle this without going to court?
