Legal Question in Criminal Law in Pennsylvania

I am being screwed over by family plan members not paying their cell phone bills. They both just upgraded to newer phones and said they are keeping them as well. I am the primary account holder. What are my options please? My name is Michael.

Was there any written agreement as to how the bill was to be divided? Any oral agreement or was there any course of conduct? With out evidence of an agrement on who pays what how is a court going to figure it out?
