Legal Question in Criminal Law in Pennsylvania

terroristic threat charge

Hi I had a disagreement over the phone with a friend of 15 years, we exchanged some words but ended the conversation with each that we would talk later, one week later i get a summons in the mail that i am being arrested for a felony of terroristic threat, I never threaten my friend at all, how can he just call the police department and they just arrest someone based on what he says, he actually told me to send someone from my family to his house cause i know what he has for them, he meant the guns he has. I have to go get finger printed and everything and never even spoke with the cop or anyone, how can they just arrest me from what he is making up?
