The UCC is the Uniform Commercial Code. I don't know of what use it would be for a post conviction remedy. Maybe you are thinking of the PCRA or Post-conviction Remedies Act?

The UCC is the Uniform Commercial Code and it is generally not at all relevant to the criminal justice system. It's possible there may be another 'ucc', but I've practiced criminal law for a number of years and I've never heard of any other UCC. Sorry I can't be of more help.
