Legal Question in DUI Law in Pennsylvania

Dui

A friend went to pick up his intoxicated friend at the bar and on the way home tire went flat and he ended up in the ditch. No serious propeerty damage..just mud on the road. The passenger did obtain minor injury, but refused the idea of any medical attention at first. The truck was pulled out by another friend and parked in their driveway. My friend was not arrested nor given any sobriety testing. He was not drinking and there is no proof that he was, yet when the officer spoke with him on the phone he threatened to cite him for a DUI. How is this possible, or is isn't it?

occasionally, cops lie or threaten people when they question them. cops are allowed to do this.
