Legal Question in Family Law in Pennsylvania

I have been in a divorce action with my husband for two years. We recently had the ED hearing, with no ruling from Judge yet. Meanwhile, it was discovered that my husband, who now lives with his girlfriend, has been confiscating the payments (checks) to my medical providers. The checks are sent to him from Anthem, as the "member",, when I sought treatment from an out-of-network physician. He confiscated more than 20 checks over the last 2 years, which has ruined my credit, and put me in stressful collection proceedings (which forced me to make payments on these balances as my husband was deliberately withholding checks), while these providers just assumed that I kept the checks> Do I have justification to request a "Special Relief" motion, or seek some form of punitive action through the PA court?? The negative impact on my credit alone will damage me financially for several years.
