Legal Question in Family Law in Pennsylvania

my grandaughters have lived with their dad for approx 2 years at his mothers house. Twice over the past several months he has abandoned the girls at my house because he said he couldnt do it anymore. After the second time they went to live with their mother. When their mom called to change their address and bus at school 3 weeks later the father changed his mind. His mother called the school and told them not to change the address. The school said that even though the girls no longer live with their dad they won't change the address because they lived with him for more than half the year. they also won't change the bus to pick them up at their moms house. can the school do this. by the way there is no order of custody whatsoever. thanks for your advice. Btw we are in Pa.
