Legal Question in Family Law in Pennsylvania

I currently live in PA, I have a 17 year old daughter who wants to move back to New York and finish high school there , the school gave me a paper which says that I'm giving the custody to someone that lives there which is going to take on custody my daughter in the paper states how long she's going to be there , if I sign this paper and legalize it , in order to get my daughter custody back when she's 18 or more would I have to go to court and get it back or just sign another paper just like this one , would I have law problems for doing this ?

Once she turns 18 she's an adult so she wouldn't be subject to a custody order. Or a support order., Support end when the child turns 18 or graduates high school which ever occurs last.
