Legal Question in Family Law in Pennsylvania

Ex lives in CA with 2 kids I live in PA. She is denying me any contact with the kids. No court order just custody agreement. Do I have any rights? What are they? How do I get to see the kids?

Generally, any action regarding custody must be brought in the child's home state which would appear to be California. Accordingly, you will need to contact a CA attorney about representing you out there.
