Legal Question in Family Law in Pennsylvania

I have had an ongoing case for 11 years and need some help. We are going through a step parent adoption and have had the absentee father served notices of termination for the last 11 years none have been answered and have went completely ignored, now the absentee father has requested paternity testing in which the court has allowed. Shouldn't he have done this many moons ago, the adoptee is now nearly 16 years old and has known no other father than the one who raised him, he has no knowledge of the absentee father and we would like to keep it that way, what can I do?
