Legal Question in Family Law in Pennsylvania

my son father has partial visitation for my son since he was about 2 or 3 years old and has never bothered to use his visits and now my son is 13 years old. i want to terminate his rights, can i do that? i live in pa.

Why? That would also terminate his duty to pay child support.

The fact is the courts will not allow you to terminate his rights as that would make your child an orphan which is against public policy.
