Legal Question in Civil Litigation in Pennsylvania

I live in a private lake in pa. I am one of 38 houses that is on central water and sewer.We have 3 community wells that supplies are drinking water and on each of our properties there is a holding tank that collects are solids and the water gets pumped down to a massive leech field.The leech field has been leaking for some time now and a house that is not on our system their own well has been contaminated and their soil also.The couple is taking our lakes water and sewer association to court.I received a letter from the association telling me that each household will be held liable for the amount of their settlement should they get one.I found out that the association had no insurance,so the said that my homeowners would cover this. Do think my home owners would cover that and is there any law that makes this association have there own insurance.I don't feel that this burden should be put on the houses.
