I don't know your specific situation, but generally, your rights to sue the Philadelphia Police Department are very limited. First, the questionis is whether you were physically injured by the police or suffered property damage. If so, your case is controlled by the Pa. Subdivision Tort Claim Act, which provides various limitatyions which must be met before a suit can be brought. If your case arises out of an alleged violation of your civil rights, you should know that these cases are very complicated and expensive to pursue. Finally, under Pa. Law, you must give notice to the City and Police Department of yuor intention to sue within 180 days of the occurance. You're failure to give proper notice will prevent you from suing the police at all. I would need to know more facts concerning your claim before giving a definite answer.
