My fiance is an illegal immigrant, he came to the United States illegally and now wants to become legal what do i do

If you were to get married, assuming you are a U.S. citizen, he would still need to apply for a conditional waiver of inadmissibility for his unlawful entry. If approved, he would still need to apply for the immigrant visa in his home country, which is always risky, because the visa could be denied on other grounds.
