Legal Question in Employment Law in Pennsylvania

Business has down-sized. Employees told to re-apply for their positions. During time allotted to re-apply, Supervisor tells 1 employee they have hired someone else, more qualified, for his position. Supervisor offers a lesser position with less money or a "like" position in another town, too far away. What legal rights does employee have?
