Legal Question in Employment Law in Pennsylvania

Can the owner of our restaurant take all of the tips for himself? We have many catering jobs that are prepared by our kitchen on top of our normal duties of which we used to be compensated for. In the last few years, we haven't seen a single tip from these jobs. When I asked about them, I was told that the owner uses the money for personal cash.
