Pay withholding

In the state of PA, is it legal for a company to withhold the pay of an employee who voluntarily leaves the company? The pay is being withheld because the company paid for the employee's certification course of 4000 dollars. Employee signed contract to repay the company if the employee leaves within 2 years after receiving certification.
