Legal Question in Employment Law in Pennsylvania

I work for a medical practice that pays its employees on a bi-weekly basis. I believe we are being 'jipped' of overtime which is due to us. For example: If I work 42 hours the first week of our pay period I must shorten my hours in the second week to 38 so that I never go over 80 hours in a pay period. I do not get paid time and 1/2 for those two hours. If I work 40 hours the first week and then go over the second week I don't get those hours at all! My hunch is that this is illegal and oddly enough my employer gets away with it. As a side note our office has recently switched from paper time sheets to an online punch clock. The company that handles this was instructed to follow the above rules in overtime. It seems like even with punch clocks we will never get our overtime. Any advice?
