Legal Question in Landlord & Tenant Law in Pennsylvania

I am a landlord in Pennsylvania and a house that I rent out has a delinquent water bill. The tenant has not paid the water bill for the past two quarters. The gas/electric are in the tenants name, however the water bill is still in my name. I have notified them about the bill and text them a piture of the bill with no response. The basic lease from the apartment association states they pay gas/electric/water. Am I able to evict them for non payment of this utility?

Yes they are in breach of the lease agreement. So you can start and eviction. That said why didn't you make them put the water in their name? Also using a standard lease is very risky.
