Legal Question in Landlord & Tenant Law in Pennsylvania

I have a landlord Tenant dispute in Philadelphia.
My girlfriend and I lived in a residence for a year, and as greedy landlords sometimes do, the landlord is refusing to refund us our security deposit.
The property manager checked our house before we left and said it was okay. The landlord even told us he'll send us a check.
He hasn't sent it for a while and now that we've brought it up again, he just made up a bunch of nonsense with random astronomical prices... He even said we ruined an oven we NEVER EVEN USED.
He's stating we owe money now. What can we do to fight this please?

He had 30 days to refund the deposit. You can take him to Dj and get the deposit back plus the cost of going to the DJ.
