Legal Question in Landlord & Tenant Law in Pennsylvania

Hi I recently moved in with my girlfriend. We both signed a new lease and the landlord has it stated "as is". While I emailed him and told him we have a rat problem and he said its not his problem. I ask him if we pay for it take it off rent.

Rats ARE his problem. It falls under the implied warranty of habitability. He needs to deal with it Tuesday. If not lawyers and housing enforcement will be involved.
