Legal Question in Landlord & Tenant Law in Pennsylvania

I had tenants who recently moved out and left my propane gas tank empty. Though there was never anything in writing, it was understood that the tenant was obligated to leave the tank within 10% of the amount that was in it when they moved in. When they moved in, the tank was at approximately 50%. Is there any recourse that I can take to resolve this, or to at least ensure that this does not happen again?

I don't think there is much you can do about the prior oral agreement. To protect your self in he future, put a clause in the lease that has the propane level at the the time the lease commences, and stipulate that the propane tank have an equal amount of propane at the lease's termination, and they are responsible for paying the difference if they did not fill it.
