Legal Question in Landlord & Tenant Law in Pennsylvania

My uncle (out of the kindness of his heart, rented a house out to a gentleman with no lease. He moved his girlfriend in and now they are no longer in a relationship. He moved out and left her there. My uncle received a notice from the township stating that work needed to be completed and no one should be living in the property. The woman was given a notarized letter on 10/7/2015 stating she needed to vacate the property by 11/30/2015. She has not left; matter a fact she just put up her Christmas Decorations! She is behind 5 months of rent. How can we get her out of the property before he is fined? My uncle is a senior citizen (82) and I'm helping them with this. Thanks
