Legal Question in Personal Injury in Pennsylvania

Our neighbors 14 year old son put his foot out in front of our 7 year old daughter, which resulted in her falling of a ten foot banister on their porch. I took her to ER and she has a fractured wrist. He also chased her with a picketknife earlier. This child has done other things in the past, and when we tell his parents they don't do anything about it, neither do local police. This child needs serious help and I don't know how to go about it.

You should contact an attorney to discuss taking appropriate action for these incidents which must stop. You should also think about bringing an action against the neighbors as parents of their child for his acts.
