Legal Question in Real Estate Law in Pennsylvania

I bought a house in PA and the seller did not disclose any water in the basement. I had a home inspection also. Within 2 months, the entire basement carpet is saturated with water. Also, the back patio is sinking and water puddles against the house (not sure if that contributes to problem) they also did not disclose any issues woth the patio. They stated, there were no problems with the patio. Can I seek damages

It depends. If the seller provided the mandated Seller Property Disclosure Statement and did not disclose anything about water in the basement and problems with the back patio, there may be a claim based on the failure to disclose. Your home inspection report should have indicated if any evidence of previous water penetration was seen in the basement and any problems with the back patio. It may have recommended landscape grading with respect to water puddles around the house.
